To print your own business cards on your own printer, Word or Publisher should be fine. If you go to an actual printer, the best bet is PhotoShop, InDesign, Quark, Illustrator, Freehand etc.

Try Microsoft Publisher, google it and it will show you how to use it or go to http://www.microsoft.com and check it there.

Do you have Microsoft Office (and specficially Microsoft Word)? You can use Word. You can buy business card blanks at office supply stores. You can download free templates from Avery, the label company, to use in Word specifically for their labels.

if you don’t have Word, you can use OpenOffice, which is a free office suite. Aver also makes templates for OO.

Some word processors, like Microsoft Word, let you make business cards. Also, there are a million specialized programs for this. You can even find a free one to download. Google "business card design" or something like this and you’ll see them. And there are sites, where you can create business cards online.

When I started designing basic things on the computer I would use Microsoft Office. I have heard of people also using Microsoft Publisher which is specifically used for designing more than Office but either can work. You can also go to the website to get templates for all sorts of print media. These two programs make it simple and easy. Since you have just installed Vista you should have a trial for Microsoft Office 2007.
